Dear Prime Minister Carney, Minister LeBlanc, and Mr. Volpe,

I recently watched Mr. Volpe’s CBC interviews and found them highly informative. They offered strong insight into Canada’s evolving U.S. trade strategy—highlighting strength, patience, and leverage. I believe more outlets should broadcast this message.

I’d like to offer a few ideas that may strengthen Canada’s position, especially if talks stall. Premier Ford raises valid points about showing strength, but I support a steady, option-based approach that invites mutual benefit while signaling our readiness to respond firmly if necessary.

Presenting the U.S. with three strategic choices could keep discussions productive. Instead of ultimatums, we might ask, “Which of these approaches works best for both of us?”

Additionally, Canada’s expanded border enforcement—targeting drug and firearms smuggling—provides measurable benefits to both nations. What reciprocal action is the U.S. prepared to take in return?

Given our tightly integrated economies, here are three proposals worth considering and informally testing with U.S. governors and mayors who remain eager for strong trade and tourism ties:

  1. Provincial Trade Partnerships
    Allow cooperative U.S. states to affiliate with Canadian provincial trade deals. This could neutralize tariff threats, avoid retaliation, and build cross-border trust.
  2. Retroactive Digital Services Tax
    Reintroduce this tax as a tactical countermeasure. Its potential retroactive application would strengthen our negotiation leverage.
  3. Direct Currency Exchange Corridors
    Pilot CAD–USD exchange programs in key regions to streamline commerce and tourism.

These ideas reflect not provocation, but Canada’s ability to lead with strength and creativity. I hope they contribute to the excellent work already being done.
